Is fire risk assessment a legal requirement?

Yes, a fire risk assessment is a legal requirement for all non-domestic premises in the UK under the Regulatory Reform (Fire Safety) Order 2005. As the responsible person—whether you're a business owner, employer, landlord, or occupier—you are legally obliged to carry out and regularly review a fire risk assessment of your premises.

This assessment is the foundation of your fire safety responsibilities, ensuring that all fire risks are identified, evaluated, and adequately controlled to protect everyone on the premises.

Do I Need to Keep a Record of My Assessment?

You are legally required to keep a written record of your fire risk assessment regardless of how many employees you where it used to be where more than 5.

 

What Should Be Included in a Fire Risk Assessment?

Your fire risk assessment should be comprehensive and tailored to your premises. Key areas to consider include:

✅ Emergency routes and exits

✅ Emergency lighting

✅ Fire detection and warning systems

✅ Firefighting equipment (e.g., extinguishers)

✅ Storage or removal of dangerous substances

✅ Emergency fire evacuation procedures

✅ Special considerations for vulnerable people, such as the elderly, children, or those with disabilities

✅ Information and instruction for employees and visitors

✅ Staff fire safety training

✅ Ongoing fire safety management and review

These areas help you identify where risks exist and what measures are needed to reduce or eliminate them.

Can I Do It Myself?

Yes, you can carry out the fire risk assessment yourself—especially in smaller, simpler premises. However, it must be what is legally defined as "suitable and sufficient."

This means you must have:

  • A good understanding of fire safety principles,

  • Knowledge of your building and how it’s used,

  • The ability to spot potential hazards and risks,

  • Skills to document your findings and create an action plan.
